EML_UNDELIV_FLAG
Outbound e-mail short-circuited: every recipient flagged undeliverable
Every to-recipient of an outbound e-mail carries a delivery-failure contact flag (bounced-emails / bounced-emails-soft), so the mail was inserted with status = undeliverable and the SMTP queue was skipped. Debounced per-organisation — a single alert per hour is enough to signal that the recipient list is systematically bouncing. Per-mail context lives in `brj__emailer_log` under the same undeliverable reason code.
