/bff/issue/retriage-pending

Runs the AI assignee classifier again over every unassigned, non-spam, non-done issue in the organisation. Meant to be invoked after an operator edits the per-member AI descriptions (see Nastavení AI přidělování požadavků in the admin) — tickets that landed without an assignee because no member had a description at creation time get a fresh look. Does NOT re-run spam / priority / type / velocity classification (one-shot decisions), and does NOT re-send the "new issue" internal e-mail (would spam the team). Sends the standard "assigned to you" notification for every ticket that gains an assignee. Capped at 500 issues per invocation.
