/bff/issue/delete-comment

Removes an operator-visible timeline entry (internal note, outbound e-mail, inbound e-mail or AI reply) from the issue by setting pm__issue_comment.deleted_date = NOW(). Readers filter deleted rows out; the row itself stays on disk so writeMemberActivity + system log ISS_CMNT_DEL can trace who removed what. Idempotent — re-deleting a row returns success without a second audit event. Does NOT recall an already-sent outbound e-mail from the customer's inbox; it only hides the entry from the timeline.
