/bff/emailer/send-smtp-configuration-request

Creates a pm__issue in the current organisation and dispatches the standard "please send us your SMTP credentials" ticket to the org admin contact. The ticket body is authored in English and translated into the recipient organisation primary locale before dispatch; the EN original is preserved in internal_description for the operator audit. Replies thread back via the [BKH-ISSUE:…] token.

E-mail address of the technical contact the ticket was dispatched to — surfaced in the admin UI so the operator can see who was notified.

targetLocalestringRequired

Locale the ticket + outbound mail were translated into (the recipient org primary locale).
