/bff/admin/update-organisation-manager

Updates cas__organisation.parent_id on the target organisation. When managerOrganisationSlug is null, clears the manager (org is then treated as directly managed by BizKitHub). When non-null, the parent MUST hold an active integration-partner licence — assigning a random non-licensed org as parent is rejected, since the manager relation exposes support / vendor privileges. Writes a core__activity row of type admin.set_organisation_manager to INTERNAL_ORGANISATION_ID for audit. Requires internal admin membership.
