/api/v1/issue/unsubscribe

Verifies the HMAC token, sets muted_date = NOW() on every pm__issue_participant row matching (contact_id, issue_id), and renders a localised confirmation page. Idempotent — hitting the link twice shows the same page without raising an error. Returns text/html so a user clicking from a mail client sees a plain confirmation page; machine clients that want JSON should use the BFF /bff/issue/unfollow endpoint instead (cookie-authenticated).
